8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

9. REDISTRICTING PLANNING FOR ELEMENTARY SCHOOL "I" IN NORTH PORT
Description
The School Board of Sarasota County is planning the construction of a new elementary school due to the growth in the North Port area, therefore it will be necessary to change the elementary school attendance boundary lines to redistribute the student enrollment and assure the most appropriate housing of students.

Recommendation
That the School Board approve the initiation of the redistricting process and establishment of a boundary advisory committee to review new and revised attendance boundary lines in North Port for Elementary School "I" opening in August 2009.
GRANTS

10. APPROVAL OF THE TEXCELLENCE BRIDGING THE DIGITAL DIVIDE GRANT APPLICATION TO THE ASH INSTITUTE FOR THE DEMOCRATIC GOVERNANCE AND INNOVATION FOR INSTRUCTIONAL TECHNOLOGY
Description
COMPETITIVE: Funds in the amount of $100,000.00 is an award that recognizes and promotes excellence and creativity in the public sector.  The funder approached the Sarasota County School Board after finding information on our "Home Computers for Students" program, now called TeXcellence.

Recommendation
That the School Board of Sarasota County approve the TeXcellence: Bridging the Digital Divide grant application.

EXPULSIONS

11. EXPULSION CASE NO. 08-012
Description
The student listed in Expulsion Case No. 08-012 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On August 31, 2007, the student listed in Expulsion Case No. 08-012 violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until the end of the 2007-2008 academic year.

Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34 the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 08-012 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2007-2008 academic year.

12. EXPULSION CASE NO. 08-069
Description

The student listed in Expulsion Case No. 08-069 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On October 10, 2007, the student listed in Expulsion Case No. 08-069 violated School Board Policy 5.32(1)(e), Zero Tolerance - Battery on School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County schools for the remainder of the 2007-2008 academic year.

That in accordance with provisions of Sections 1006.07(1(a)(b), Florida Statutes and School Board Policy 5.34.  The holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 08-069 to expel the student referenced therein from the Sarasota County schools be approved effective immediately for the remainder of the 2007-2008 academic year.

13. EXPULSION CASE NO. 08-057
Description
On 10/4/07, the student listed in Expulsion Case No. 08-057 violated School Board Policy 5.32, Zero Tolerance and School Board Policy 5.321, Possession of Weapons.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until July 30, 2008 of the 2008-2009 academic year.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34.  The holding of a hearing having been waived by the student /parent, the recommendation as specified in Expulsion Case No. 08-057 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately until July 30, 2008 of the 2008-2009 academic year.

14. EXPULSION CASE NO. 07-340
Description

School Board Policy 5.34(4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in an alternative school.



Recommendation

That Expulsion Case No. 07-340 be held in abeyance per School Board Policy 5.34.

15. EXPULSION CASE NO. 07-274
Description
School Board Policy 5.34(4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student has not been attending the alternative program and her expulsion is reinstated.

Recommendation
That the abeyance of Expulsion Case No. 07-274 be rescinded per School Board Policy 5.34(4).

MATERIALS MANAGEMENT

16. APPROVAL OF CLASSIFICATION OF SOFTWARE AS PROPERTY TO BE DELETED
Description

The Department of Financial Services for the State of Florida has notified the District that data processing software is no longer considered to be tangible personal property (property that is required to be inventoried on an annual basis).  The software is being deleted from the Fixed Asset Accounting tangible personal property records but will remain on hand at the individual cost centers.



Recommendation
That the classification of software, as property to be deleted, be approved.

17. APPROVAL TO AWARD BID #8003 FOR MOVING SERVICES
Description
Bids to provide 'Moving Services' were received from eight vendors on October 9, 2007.  The bids of AAA Flat Rate Moving Company, Inc., as the primary vendor and Sarasota North American as the secondary vendor were the best low bids meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the operating and capital budgets of the Materials Management, Construction Services and Facilities Services Departments.

Recommendation
That the bids of AAA Flat Rate Moving Company, Inc., as the primary vendor and Sarasota North American as the secondary vendor, to provide 'Moving Services' in an amount not to exceed $250,000.00, be approved for award and purchase.

18. APPROVAL TO AWARD RFP #8022 FOR EMPLOYEE ASSISTANCE PROGRAM
Description
Proposals to provide an 'Employee Assistance Program' were received from 16 proposers on September 12, 2007.  The proposal of GHE Healthcare, Inc., was the best low proposal meeting the advertised specifications.  This proposal is for a period of two years with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the operating budget allocated to the Human Resources Department.  

Recommendation

That the proposal of GHE Healthcare, Inc., to provide an 'Employee Assistance Program' in an amount not to exceed $45,000.00, be approved for award and purchase.

28. ACCEPTANCE OF GUARANTEED MAXIMUM PRICE PROPOSAL AND APPROVAL OF CONTRACT FOR CONSTRUCTION FOR THE RIVERVIEW HIGH SCHOOL PROJECT - OFF SITE IMPROVEMENTS PROJECT
Description
Under the terms of the 6/20/2006 (Item #40) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with W.G. Mills, Inc. for the Riverview High School - Off Site Improvements project.  This contract was negotiated on 10/16/2007.  As indicated, the 6/20/2006 agreement included pre-construction and bidding services only.  This Contract for Construction allows for the actual construction of the referenced project.  The Guaranteed Maximum Price (GMP) of this contract is $1,399,432.00.  This contract, which is the standard document utilized for all of the District's construction contracts, is available for review at the Construction Services Department.  The School Board attorney has approved the use of this GMP proposal acceptance form and contract.  Funds for this contract are available in the project budget.

Recommendation
That the Guaranteed Maximum Price Proposal be accepted as presented and the Contract for Construction for the Riverview High School - Off Site Improvements project be approved as presented.

29. APPROVAL OF DELETION FOR DEMOLITION OF BUILDINGS #10, #18, #58, #71 & #72 AT SARASOTA COUNTY TECHNICAL INSTITUTE (S.C.T.I.)
Description
The specified buildings are one-story buildings that are in the path of construction for the Technical High School and will not be replaced by new structures at this time.  The demolition value of these buildings has been proven by the Castaldi formula calculation.  Building #26 is included in this Castaldi formula calculation but was deleted from inventory by previous Board action on 9/18/2007 (Item #35).  Funds for this demolition are available in the capital projects account.

Recommendation
That the deletion of Buildings #10, #18, #58, #71 & #72 at S.C.T.I. from the F.I.S.H. inventory for demolition be approved as presented.

31. APPROVAL OF DELETION FOR DEMOLITION OF PORTABLE #99-108 AT NORTH PORT HIGH SCHOOL
Description

The specified portable recommended for deletion has been inspected by Facilities Services and Construction Services staff and is deemed to no longer be economical to maintain or renovate.  Funds for demolition are available in the capital projects account.

33. APPROVAL OF ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES: 2007/2008
Description

The recommended professionals have submitted request for annual certification by the School Board to provide construction related services for Sarasota County School Board projects.  These submissions are in accordance with School Board policy #7.71.



Recommendation

That the Annual Certification of Professionals for Construction Related Services 2007/2008 be approved as presented.

34. APPROVAL OF RANKING OF TESTING FIRMS FOR DISTRICT-WIDE HVAC SYSTEM TESTING & BALANCING SERVICES FOR A PERIOD OF TWO (2) YEARS
Description

The scope of services shall include district-wide HVAC systems testing & balancing services, under the terms of a continuing contract, for a period of two (2) years.  On 10/19/2007, the Professional Services Selection Committee (PSSC) met to select a testing firm for these services.  The PSSC has ranked them in accordance with School Board Policy #7.71.  The estimated cost for these services for the two (2)-year period is $25,000.00.  Funds for these services are available in the capital budget in individual project accounts.



Recommendation

That the ranking of testing firms for District-Wide HVAC System Testing & Balancing Services for a period of two (2) years be approved as presented and the Director of Construction Services be authorized to attempt negotiations with the recommended firm.

Description

The Florida Department of Education has requested evidence in School Board Policy that Supplemental Education Service Providers have access to our school facilities.

Description
A Change in the School Board's Policy 3.90 is necessary to bring it in alignment with Florida State Statute.

38. NAMING OF TECHNICAL HIGH SCHOOL "BBB"
Description
The recommendation comes from the school naming committee for Technical High School "BBB" which was coordinated by Jennifer Putnam, Principal.

Recommendation
That the School Board approve Suncoast Polytechnical High School as the official name for Technical High School "BBB" being constructed at 4748 Beneva Road, Sarasota, Florida.

39. APPROVAL OF AGREEMENT FOR SCHOOL RESOURCE OFFICER PROGRAM BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND THE SARASOTA CITY POLICE DEPARTMENT
Description

This is an agreement between the School Board of Sarasota County, Florida, and the Sarasota City Police Department's office for the School Resource Officer Program.

 



Recommendation
That the agreement for the School Resource Officer Program between the School Board of Sarasota County, Florida and the Sarasota City Police Department's office for $103,909.00 be approved as presented.
